Discussing the pushback from owner groups that felt the new legislation was an overreaction, Sklar said, "It was absolutely necessary. It was not an overreaction, it was appropriate, and I'm pleased with the inspection requirements, the maintenance requirements and the disclosure requirements that all came out of it."
